Amendment 2 to the Environment Canterbury Navigation Safety Bylaws 2005

Environment Canterbury has amended its Navigation Safety Bylaws 2005, with the amendment taking effect from 1 December 2007.


Amendment 2:

  • Corrects minor errors in the Bylaws and makes changes to the definition of terms to improve their clarity.
  • Provides for the use of small battery powered motors at slow speeds in waterways where powered craft would otherwise be prohibited. (Not on Lake Alexandrina or the Ashburton Lakes.)  
  • Makes changes to the swing mooring provisions including: an annual swing mooring fee of $100 plus GST; allowing for dinghies and other small craft to be tied to a swing mooring; and allowing the Regional Harbourmaster to inspect and if necessary require repairs or move swing moorings.
  • Extends the shutoff time for water skiing on Lake Middleton from 6 p.m. to 7 p.m.
  • Recognises that the commercial fishing vessels operating out of Motunau need to exceed the 5 knot limit to enter or leave the river regardless of their purpose of operation.
  • Removes a provision requiring flashing red lights on kayaks and rowing craft on Kerrs Reach of the Avon River at night that is inconsistent with Maritime Rules.
  • Provides for water skiing on Northbrook Waters in Rangiora by uplifting speed limits.
  • Adds a provision from Maritime Rules relating to objects projecting from the sides of vessels.
  • Provides for oil tankers to show appropriate signals.
  • Integrates the required annual review of port charges into the standard budgeting procedures used under the Local Government Act 2002.
  • Clarifies the restrictions on swimming beneath or alongside commercial wharves and navigating beneath commercial wharves.
