Canterbury Freight Working Group

Overview

The development of a regional freight strategy was identified as a priority in the Canterbury Regional Land Transport Strategy (RLTS) 2002-2007. During 2002-2003 a series of consultations with freight stakeholders resulted in the creation of the Canterbury Freight Action Plan, which is an integral part of the RLTS.


The purpose of the Plan is to:

‘provide for the effective movement of freight in ways that are efficient, safe and sustainable’.

The Plan sets out a series of actions under 10 objectives.


The Canterbury Freight Working Group

In order to co-ordinate and help facilitate activities in the Plan, a Freight Working Group (FWG) has been formed, under the auspices of the Regional Land Transport Committee (RLTC) that has responsibility for preparing the RLTS. The FWG is tasked with:

  • promoting the Plan; 
  • developing specific actions and work programmes to implement the Plan; 
  • coordinating the actions of parties on collaborative efforts (when required); 
  • reporting regularly to the RLTC and recommending any ongoing changes to the Plan;
  • monitoring progress of the actions; 
  • advising on freight-related investment and maintenance priorities to assist the annual road and transport funding processes; and
  • helping identify threats and opportunities to the freight outcomes desired in the region, and developing appropriate responses.

Membership of the FWG consists of a Chair (being a member of the RLTC), with up to eleven members from: Road Transport Association, Rail Providers/Operators, Road Controlling Authorities / Territorial Authorities, ONTRACK, Chartered Institute of Logistics and Transport in New Zealand, Environment Canterbury (to organise and administer group) and other persons as required and invited.

Initiatives

Design Guide – An on-site design guide for handling freight. This document is intended to act as a best practice check-list for industry professionals (planners, engineers and architects) when they are considering new developments / redevelopments of sites that require freight handling facilities.  It contains analysis of key considerations and provides guidance and pointers to other source documents that can be accessed to provide more comprehensive coverage of specific design issues.

Submissions

From time to time, the FWG prepares submissions on proposed policy initiatives and specific projects.  These submissions are generally concerned with the need to consider the requirements and imperatives of the freight transport industry, as outlined in the groups’ remit from the RLTC.  Recent submissions can be found here.

Research

The Freight Working Group commissions research projects that advance understanding of operator best practice, improvements in freight industry operations and identify regional freight transport investment initiatives.
