Environment Canterbury has produced this document as a starting point for people trying to develop a cycling strategy (typically council staff or their consultants). The document provides explanatory text and suggested strategy content to help with the preparation of cycling strategies for district councils. However, it is noted that the model strategy text should be modified as necessary so that it becomes a strategy tailored to the needs of the individual council.
