Canterbury Regional Land Transport Strategy [2005-2015]


The Canterbury Regional Land Transport Strategy 2005-2015 (RLTS) sets a long-term vision and direction for transport in Canterbury over the next 20 years. The Canterbury Regional Land Transport Committee (RLTC) develops the Strategy. This committee consists of representatives from all the organisations with responsibilities in the transport sector. Three years of development work, a review to ensure consistency with central government legislation and a public consultation process went into the development of the RLTS. Environment Canterbury adopted the RLTS on Thursday 31 March 2005.

The RLTC chair, Environment Canterbury Councillor Judy Waters, says; “The adoption of the RLTS marks a milestone in our progress towards developing a safe and sustainable transport system that Canterbury residents deserve. The region’s councils, transport agencies and transport sector interest groups must now work together to achieve the Strategy’s vision.”

What’s new in the RLTS?

The RLTS has been updated to be consistent with new transport legislation and the New Zealand Transport Strategy released in December 2002. Government’s vision is for an affordable, integrated, safe, responsive and sustainable transport system. The RLTS vision and goals represent long-term objectives for Canterbury to be achieved through implementation of the Strategy’s policies, methods and activities.

The update included work undertaken with many organisations and individuals since 2002 to develop key RLTS areas such as:

 Key principles on creating a sustainable, safe and integrated land transport system
 Guiding principles for walking
 Guiding principles for cycling
 Guiding principles for freight
 Implementation and funding
 Travel demand management strategy.

As well as updating the cycling and freight sections in the RLTS, two significant new supporting documents now exist to enable policies, methods and activities to be implemented in these areas. These documents are the:

 Canterbury Regional Land Transport Freight Action Plan
 Cycling in Canterbury: Strategy for the development of a regional network of cycle routes
