Willingness to Pay for the Benefits of Environmental Improvement


The policy options proposed by Environment Canterbury seek to reduce the suspended particulate emissions from home heating sources within the territorial limits of Christchurch city. A number of benefits have been associated with lower levels of suspended particulate matter. The purpose of this document is to review the economics literature on willingness to pay (WTP) for the benefits associated with cleaner air. Environment Canterbury has estimated the reduction in premature mortality, the reduction in hospital admissions, and the reduction in restricted activity days that can be expected as a result of their proposed policies. Particular attention has, therefore, been focused on WTP estimates for these specific health endpoints.
