NRRP Chapter 3 - Air Quality

Canterbury generally has good air quality, and in many places, such as national parks, the air is virtually free of contaminants released by human activities. However, around air pollution sources such as home heating fires, industries and congested roads, concentrations of pollutants can exceed acceptable standards and cause adverse nuisance and human health effects. These pollutants also affect ecosystems.

Chapter 3 Air Quality was notified in June 2002 and has been through the submission and hearing process with Council releasing Decisions on 29 September 2007. There were a number of appeals and these are now being addressed through the Environment Court.

Variations that affect Chapter 3

 Variation 11    Variation 11 introduces plan provisions relating to the
management of PM10 contaminant in Rangiora – in order to
meet the Resource Management Regulations 2004.

Decisions on Submissions

Decisions were notified on Chapters 1 to 3 of the Proposed Canterbury Natural Resources Regional Plan on 29 September 2007.  A total of 2059 submissions were received at the close of the submission period on 30 August 2002.

The hearing of submissions was adjourned in January 2006 after 31 days of hearings since June 2004.  The hearing commissioners’ report was presented to and adopted by council on 19 September.

On 29 September 2007, Environment Canterbury served every person who made a submission on one or more provisions of the Proposed Plan with a copy of its decision on each provision, with reasons for its decisions.  In light of these decisions, the Proposed Canterbury Natural Resources Regional Plan: Chapters 1, 2 and 3 has been appropriately amended and is available for public inspection.  Any person who made a submission to the Proposed Canterbury Natural Resources Regional Plan: Chapters 1, 2 and 3, was able to lodge an appeal to the Environment Court against any of the decisions on provisions which they referred to in their submission.

The date for lodging appeals with the Environment Court has now closed. A number of appeals have been lodged.

Appeals

The period for lodging appeals on the Decisions with the Environment Court closed in November 2007. There were originally 25 appeals covering a range of issues in Chapters 1-3. These are now being addressed through the Environment Court.
