Compliance Monitoring Activity

More than 2000 resource consents are monitored in Canterbury each quarter. Every time a condition of a resource consent is monitored a compliance grade is recorded. The consent holder is notified of the grades for each condition by a compliance monitoring report. The compliance grades are assessed to determine the frequency of monitoring required. Consistent, full compliance with the conditions of a resource consent is likely to result in the consent holder being monitored less frequently. Conversely, persistent or major non-compliance is likely to result in enforcement action being initiated by Environment Canterbury.


In the last quarter (January to March 2008) a total of 2652 consents were monitored for compliance with their conditions. This is down slightly from the previous quarter. Compliance monitoring during this period identified 129 persistent or significant non-compliances. Enforcement action has been taken on 13 consents, the majority coming from the Ashburton district.

The compliance grades are:

 1: Complies fully
 2: Minor non-compliance – nil or minor short term adverse environmental effects
 3: Significant non-compliance or repeated minor non-compliance – moderate adverse environmental effects
 4: Major and/or persistent non-compliance – serious or persistent adverse environmental effects
 9: Enforcement action recommended
 10: Enforcement action taken
