Resource Consents


Waitaki Public Notifications

 

During the processing of applications to take, dam, divert and use water in the Waitaki Catchment it has been necessary for Environment Canterbury to notify many of the applications, to allow public submissions and broader participation in the decisionmaking process.

All of the applications called-in by the Minister for the Environment in 2003 were publicly notified, including the Project Aqua applications. Once the Waitaki Catchment Water Allocation Regional Plan became operative, the Hunter Downs Irrigation Scheme and North Bank Tunnel Concept applications were notified on 5 May 2007, and a further notification of applications in the Upper Waitaki Catchment and Lower Waitaki Catchment occurred on 4 August 2007.

Since these major notifications, there have been subsequent notifciations of smaller groups of applications, as further information has been received on the applications, or new applications have been lodged. The intention is for these applications to reach hearing stage at the same time as earlier notified applications, to enable issues shared by a group of applicants to be considered together by the hearing panel.

Currently, there are notified applications in process, which are open for public submission. Details of all current Waitaki notifications are listed below, with the most recently notified appearing at the top of the list. Submissions will close first on the applications at the bottom of the list. They can also be viewed on this website under the heading Notified Applications on the Resource Consents menu.

CRC084260 (discharge water)  -  to discharge water into a tributary of Station Stream, instead of to Potato Creek as authorised by CRC021223.1, at a rate not exceeding 2,500 litres per second into a tributary of Station Stream from a dam at or about map reference NZMS 260 I39:1550-2150 at Corrigalls Road, Hakataramea Valley.

The duration sought is until 25th April 2037, the expiry date of existing consent CRC021223.1

CRC951776.5 (transfer a water take point)  -  to transfer the point of take of consent CRC951698.1, the rate of 30 litres per second and the daily volume of 2,592 cubic metres per day, a distance of 2,700 metres upstream in Station Stream from map reference NZMS 260 I39:170-205, and to transfer the point of take of consent CRC951804.2, the rate of 30 litres per second and the daily volume of 2,592 cubic metres per day, a distance of 2,700 metres upstream in Station Stream from map reference NZMS 260 I39:170-205, to map reference NZMS 260 I39:1515-2250 (the take point of CRC951776.4, rate of 43 litres per second and a volume not exceeding 3,716 cubic metres per day). The water would be diverted at a rate of 103 litres per second (30 + 30 + 43) to the dam proposed under application CRC021221.2 and then be used for spray irrigation under application CRC072756.  The environmental flow restriction proposed is a cessation of take at 500 litres per second in the Hakataramea River at State Highway 82 and a 50% reduction per day at 1,500 litres per second in the Hakataramea River at State Highway 82. If granted, consents CRC951698.1 and CRC951804.2 will be surrendered.

The duration sought is until the expiry of CRC951776.4 on 26 October 2030.

CRC084071 - to take and use groundwater from bore I40/0254, 200 millimetres diameter and 24.08 metres deep, at a rate of up to two litres per second, with a volume not exceeding 60 cubic metres in any one day, and 18,000 cubic metres between 1 July and the following 30 June, at or about map reference I40:10811-02390 for the purpose of dairy shed wash water at Kurow-Duntroon Road, State Highway 8, Kurow.

This application is for a new activity and the applicant has requested a duration of 10 years.

CRC081291 - to take and use water from bore I40/0157 (200 millimetres diameter and 107 metres deep, located at or about map reference NZMS 260 I40:1558-9430), and bore I40/0641 (150 millimetres diameter and 84 metres deep, located at or about map reference NZMS 260 I40:1653- 9443) at a rate of 0.6 litres per second and a volume not exceeding 18,652 cubic metres between 1 July and the following 30 June, for the community water supply for 12 lots, at Special School Road, Otekaieke.

CRC082321 - to take and use water from bore I40/0157 (200 millimetres diameter and 107 metres deep, located at or about map reference NZMS 260 I40:1558-9430), and bore I40/0641 (150 millimetres diameter and 84 metres deep, located at or about map reference NZMS 260 I40:1653- 9443) at a rate of 5.25 litres per second and a volume not exceeding 165,665 cubic metres between 1 July and the following 30 June, for the irrigation of 32.6 hectares of vineyard, pasture and crops and frost protection purposes, at Special School Road, Otekaieke.

These applications are for a new activity and the applicant has requested a duration of 35 years.

CRC042741 – to take and use an average of 4600 cubic metres per day for community water supply, increasing to an average of 6230 cubic metres per day in 2042, and a peak of up to 10,000 cubic metres of water per day at a maximum rate of 130 litres per second and with an annual volume of 1,440,000 cubic metres, from three wells at Glen Lyon Road, adjacent to Fraser Stream at or about map reference H38:7805-5834.  The application is for the continuation of an existing take with an increase in the volume taken over the term sought to allow for population growth.

Water will be taken to supply the town of Twizel and will be used for domestic, commercial and fire- fighting purposes, as well as for irrigation of the green belts and golf course.

The applicant has requested a consent duration of 35 years.

CRC042713 – to take and use water from bore H39/0049 (150 millimetres diameter and 23.3 metres deep), at a rate of 6 litres per second and a volume not exceeding 518 cubic metres per day and not exceeding 110,000 cubic metres between 1 July and the following 30 June, for the spray and dripper irrigation of 15.6 hectares of crops, pasture and horticulture, domestic and fire protection purposes, located at or about map reference NZMS 260 H39:7008-3103, at State Highway 83, Omarama.

The applicant has requested a consent duration of 35 years.

CRC082268 – To disturb the bed of Stony River at or about map reference NZMS 260 I39:9830-4481 for the purposes of maintaining an existing weir and irrigation intake structure for take and diversion of water under consent CRC082269 at Haldon Arm Road, Benmore.

CRC082269 – To divert water at a rate of 320 litres per second and 4 million cubic metres per year from Stony River at or about map reference NZMS 260 I39:9828-4484, and to take and use water at a maximum rate of 280 litres per second, up to 24,192 cubic metres of water per day, with a  total of 73,780 cubic metres per year for stockwater and 3,163,100 cubic metres per year for irrigation of up to 470 hectares of pasture, at or about map reference I39:9725-4524 at Haldon Arm Road, Benmore.

CRC082270 – To dam water in Stony River to a maximum height of one metre above the bed of the river at or about map reference NZMS 260 I39:9830-4481 for the purpose of maintaining continuous flow to an irrigation intake at Haldon Arm Road, Benmore.

CRC082271 – To discharge water from an irrigation intake race at a maximum rate of 40 litres per second at or about map reference NZMS 260 I39:9725-4524 from where it enters Stony River, and to discharge irrigation bywash water at a maximum rate of 150 litres per second from a wetland into Stony River at or about map reference NZMS 260 I39:9204-4662 at Haldon Arm Road, Benmore.

A duration of 35 years is requested for each of the above consents. These applications are for the replacement of resource consents WTK864681A.1 WTK864681B.1 and WTK864681C.1.  The activities to be carried out are to the same extent as previously authorised, and include a reduction in the presently authorised seasonal volume used for irrigation purposes.

This application is for the continuation of an existing take, SCY700185.

The requested consent duration is 35 years.

Meridian Energy Limited have applied for resource consents to take, use and discharge water for hydroelectricity generation.  The consents relate to the proposed North Bank Tunnel Concept (NBTC).  The NBTC is a proposed hydroelectricity generation scheme to take water from Lake Waitaki, into a tunnel and to pass it through a power station before discharging the water back into the Waitaki River at Stonewall (the outfall).

A map showing the location of the intake and the outfall is shown below.

The proposal would result:

  • In a minimum flow in the Waitaki River between the Waitaki Dam and the outfall which varies on a monthly basis as follows:

  • From Waitaki Dam to Stonewall at least four flushing flows annually of 450 cubic metres per second for 24 hours, three of these between 24 January and 30 April and the fourth between 1 July and 10 August.

  • The proposed minimum flow is lower than the minimum flow of 150 cubic metres per second to the sea included in the Waitaki Catchment Water Allocation Regional Plan.  The flushing flows proposed are less than the seven flushing flows included in the Waitaki Catchment Water Allocation Regional Plan.

Meridian Energy Limited have applied for the following consents:

CRC071903 – To take water from Lake Waitaki for the purpose of hydroelectricity generation.  The location of the proposed intake is immediately upstream of the Waitaki Dam, on the true left bank of the lake, at or about map reference NZMS 260: I40:061-102 .  It is proposed to take water at a design rate of 260 cubic metres per second with an annual average take of approximately 200 cubic metres per second.  The maximum annual volume which could be taken would be 8,199 million cubic metres.

CRC071139 – To use water for the purpose of hydroelectricity generation. The water would be diverted through a 34 kilometre long tunnel and passed through a power station to generate electricity.

CRC071096 – To discharge water to water, via an outfall structure located at Stonewall, approximately 7 kilometres west of Ikawai and approximately 30 kilometres south east of Kurow on the true left bank of the Waitaki River, at or about map reference NZMS 260 J40:345-911.

CRC071878 – To discharge water to land in circumstances where it may enter water, via an outfall structure located at Stonewall, approximately 7 kilometres west of Ikawai and approximately 30 kilometres south east of Kurow on the true left bank of the Waitaki River, at or about map reference NZMS 260 J40:343-917.

  • Applications CRC071096 and CRC071878 propose a design flow rate of 260 cubic metres per second, with an annual average take and discharge rate of approximately 200 cubic metres per second. 

These applications comprise the first stage of the consents process for the NBTC and relate only to the take, use and discharge of water.  Should these applications be granted on terms acceptable to the applicant, other consent applications will be lodged with Environment Canterbury and the Waimate District Council for the installation of structures and other earthworks associated with the hydroelectricity scheme. 
A consent duration of 35 years is sought for all consents.

CRC071029 – To take water from the Waitaki River at an intake situated at Stonewall, approximately 5 kilometres west of Ikawai and approximately 32 kilometres south east of Kurow on the true left bank of the Waitaki River, at the location of the existing Morven Glenavy Ikawai Irrigation Scheme intake, at or about map reference NZMS 260 J40:361-907.  The maximum rate of take shall be 20.5 cubic metres per second, with an annual volume not exceeding 251 million cubic metres to be taken between 1 September to 30 April each year.

To use the water taken for the irrigation of up to 40,000 hectares of land in the area between the Waitaki River and Timaru as shown on the map below, as part of the Hunter Downs Irrigation Scheme.

When the calculated flow of the Waitaki River at the Kurow Gauge (map reference NZMS 260 I40:079-088), plus any flow taken upstream of the Kurow Gauge and returned downstream of the Kurow Gauge, but upstream of the Hunter Downs Irrigation Scheme intake, as estimated by Environment Canterbury, falls below  190 cubic metres per second, the taking of water shall reduce until the flow in the Waitaki River reaches 100 cubic metres per second at which point the taking of water will cease.  This is lower than the minimum flow for the lower Waitaki River of 150 cubic metres per second to the sea included in the Waitaki Catchment Water Allocation Regional Plan.

This application relates only to the taking and using of water and therefore is the first stage of the consents process for the Hunter Downs Irrigation Scheme.  Should this application be granted on terms acceptable to the applicant, other consent applications will be lodged with Environment Canterbury and the Waimate District Council for various water and discharge permits, and land use consents.  Applications CRC071033 to divert water from the Waitaki River, and CRC071031 to discharge surplus water back to the Waitaki River, that are currently on-hold under Section 91 of the Resource Management Act 1991, will be processed at that time.
A consent duration of 35 years is sought.

The applications can be viewed on CD by visiting the Waimate District Council Offices and Public Library at Queen Street, Waimate; the Kurow Community Centre, 45 Bledisloe Street, Kurow and the Twizel Public Library, 16 Mt Cook Street, Twizel.  A hard copy of the applications can be viewed at the Waitaki District Council Offices at 20 Thames Street,Oamaru.
