Variation 1 introduced 5 new chapters to the NRRP. These 5 chapters deal with land and water issues.
Variation 1 was notified on 3 July 2004. Submissions closed on 5 November 2004 and 671 submissions were received. Further submissions closed 19 December 2005. Hearings on Variation 1 were conducted from September 2006 to June 2009. Hearings are now adjourned and the hearing committee is in deliberations. Because of the inter-relationship between Variation 1 NRRP Chapters and Variation 2, Variation 4, and Variation 14, decisions on these Variations will be released together. Stage in the Variation process: Appeals
As of the 23 October 2010, the decisions are considered to have amended the Variation as notified. Any person who made a submission on Variation 1, 2, 4 or 14 has the right to appeal decisions on their submission to the High Court, but only on points of law, within 15 days of receiving notification of decisions. Based on the public notice being mailed on 22 October, the 15 day period ended on 16 November 2010.

Officers Report and Hearings
Environment Canterbury Council has appointed the following commissioner and councillors to hear the NRRP Chapters 4 – 8:
- Chapters 4 and 5: Brent Cowie (chair), Bill Woods, Bob Kirk, Mark Oldfield, Robert Johnston.
- Chapters 6, 7 and 8: Brent Cowie (chair), Anne Carroll, Mark Oldfield, Robert Johnston.
The hearings were conducted in stages, based on particular chapter provisions. Because of the wide range of issues addressed across all the chapters, and the numbers of submitters wanting to be heard on all the different provisions, 34 separate hearing stages were needed. All submitters, and further submitters, who indicated they wished to be heard, will be advised by letter of any additional hearing information. All hearing information was posted on the hearings page. Although Variation 1 hearings have adjourned, that page continues to be updated for future NRRP hearings on other Variations.
