The Proposed Waipara Catchment Environment Flow and Water Allocation Regional Plan was notified on 17 April 2010, along with Variation 17 to the Proposed Natural Resources Regional Plan.
The Proposed Waipara Catchment Environmental Flow and Water Allocation Regional Plan introduces objectives, policies and rules to manage water resources in the Waipara Catchment. Variation 17 to the Proposed Natural Resources Regional Plan removes those parts of the Proposed Natural Resources Regional Plan as they apply to matters that are now addressed within the Proposed Waipara Catchment Environmental Flow and Water Allocation Regional Plan.

Summary of decisions requested & further submissions
The summary of decisions requested on both the Plan and the Variation have been notified on the 7th August 2010 for further submissions. Further submissions in support of, or in opposition to, those submissions already made, closed on 20 August 2010.
Under Clause 8 of the first schedule of the Resource Management Act 1991, the following persons may make a further submission:
- Any person representing a relevant aspect of the public interest; and
- Any person that has an interest in the proposed plan greater than the interest of the general public.

After closing of further submissions, Environment Canterbury will hold a hearing into all submissions. All submitters who advised that they wished to be heard will be invited to attend the hearing. Following the release of decisions by Environment Canterbury, any person who made a submission has a right of appeal, on the questions of law, to the High Court.
