On 28 May 2015, Environment Canterbury made the decision to amend the Canterbury Regional Policy Statement (CRPS) and Regional Coastal Environment Plan (RCEP).
These changes were made in accordance with Action 46 of the Land Use Recovery Plan (LURP) and sections 24(1)(c) and 24(3) of the Canterbury Earthquake Recovery Act 2011, to enable and support recovery and rebuilding in accordance with the LURP.
The changes take legal effect from the 12 June 2015 as per the public notice.
Further changes were made to the CRPS Statement of Local Authority Responsibilities, and to the Principal Reasons and Explanation to Policy 11.3.1, which have legal effect from 23 July 2015. These changes support the changes that were made to the CRPS on 12 June 2015, and were made by the Minister of Earthquake Recovery under section 27 of the CER Act.

On 16 November 2015 the Minister for Canterbury Earthquake Recovery approved the Lyttelton Port Recovery Plan (LPRP) under section 21 of the Canterbury Earthquake Recovery Act 2011.
The LPRP provides for the repair, rebuild and reconfiguration of Lyttelton Port and the redevelopment of Dampier Bay, and establishes how transport issues and construction effects will be managed.
The LPRP directs amendments to a number of regional planning documents, including the Regional Policy Statement (RPS), to enable the Port's recovery. These amendments have been publicly notified and have legal effect from 19 November 2015.
