Chapter 1 is an overview of the Natural Resources Regional Plan (NRRP), introducing the NRRP, defining important terms and detailing the administrative processes.

• Section 1.1 provides an introduction to the NRRP. 
• Section 1.2 provides definitions for terms used throughout the NRRP. 
• Section 1.3 which discusses administrative process for the NRRP, including processes for addressing cross boundary issues and making resource consent applications.

Reading Chapter 1 will assist in understanding how the rest of the NRRP applies to you, and how it fits into a hierarchy of plans under the Resource Management Act 1991 (RMA).  Importantly, it provides guidance to anyone wishing to apply for resource consent.
