An enforcement officer can enter the grounds of a property in pursuit of their duties without permission and will always carry a warrant card that authorises them to do so. However they cannot  enter a person's home without invitation. The occupier of the home is not obliged to open the door, but a 'notice of inspection' confirming the reason for the visit is left by the investigating officer.
