"Generally a resource consent is required for this kind of activity. You can call Environment Canterbury who can check that the owner of the property is meeting the conditions of their resource consent if they have one. If they are not meeting the conditions of their resource consent Environment Canterbury can investigate.
 
If a resource consent for the activity exists the incident will be referred to the Environmental Protection Officers to be monitored. If no resource consent exists the incident will be referred to the Enforcement Officers for further assessment and follow-up."
