All monies collected will be spent on gravel management only, namely:
- Improved data collection:
- extending the existing survey networks,
- extending the programme to include rivers not previously surveyed,
- increasing the frequency of critical surveys,
- correlating river sediment to coastal supply.
- More thorough analysis of the data, in particular its application to gravel management where in the past the emphasis has been on flood hazard management. This will include detailed studies in areas serviced by a River Rating District to ensure waterway capacity and the integrity of any flood control works is not compromised.
- Funding the Gravel Resources Officer whose role is in:
- servicing the Gravel Liaison Committee,
- prioritising the programme, collecting and analysing data, producing reports,
- advising applicants,
- technical advice to other sections within Environment Canterbury,
- auditing applications,
- education, public awareness and development of ‘Best Practice’ guidelines for gravel extraction,
ensuring the gravel charge is collected, - reporting to and advising the Council on matters relating to gravel.
