The NZ Waste Strategy includes a target for all regional councils to have identified all sites with activities listed on the Hazardous Activities and Industries List (HAIL).
Regional councils have an obligation under the RMA to investigate land for the purposes of identifying and monitoring contaminated land.
District councils have an obligation under the Act to consider land contamination when dealing with subdivision or land use change, and both regional and local councils are obliged to make their information available.
The district councils do this via Land Information Memorandums (LIMs) and Project Information Memorandums (PIMs) whereas ECan issues Land Information Requests (LIRs). These can be requested by contacting customer services.
