Buddleia is a serious weed in some braided riverbeds where it causes braids to become stabilised and permanent, provides cover for predators of ground nesting birds etc. It is also a problem for forestry (esp. in the North Island) where it outcompetes newly planted trees.
The Weedbusters 'Plant me instead' booklet for Canterbury and Otago suggests planting the following as an alternative:
Fragrant tree daisy (Olearia fragrantissima)
koromiko (Hebe salicifolia)
Charles Jolly (Syringa vulgaris)
