The clean air rules for Christchurch, Kaiapoi, Rangiora, and Ashburton which cover home heating are still in place. However, many people will be living under difficult and unusual circumstances this winter following the September and February earthquakes.
Environment Canterbury has recognised this and the use of a non-compliant woodburner is permitted during the winter months provided the following:
- The woodburner is the only form of heating in the house
- The property has sustained earthquake damage
- Smoke from the burner does not cause objectionable offense beyond the boundary of the property
Environment Canterbury has a responsibility to respond to all complaints and a homeowner may still face enforcement action if the woodburner is a nuisance to neighbouring properties. However, such incidents will be assessed on a case by case basis.
It is important to make sure the woodburner is safe to use prior to lighting it.
