The Canterbury Regional Council and Waimakariri District Council have received an application from Taggart Earthmoving Limited for resource consents to establish, maintain and operate an aggregate quarry located at the Rangiora Racecourse, 309 West Belt, Rangiora, legally identified as RS 10449 and RS 19334.

The proposed quarry will involve topsoil stripping, aggregate extraction to a depth of no more than 5 metres below ground level and rehabilitation of the site by backfilling with virgin excavated natural materials, overburden and topsoil. Excavation and deposition of material will maintain at least 1 metre separation to groundwater at all times. There is to be no crushing, screening or washing of aggregates as part of the proposal, the aggregate material will be transported off site for processing. Quarrying will be undertaken in at least 8 stages of no more than 2 hectares each, over a total area of 14.5 hectares.

Other activities that are proposed to occur on site include formation of acoustic bunds and an associated channel for flood mitigation, temporary stockpiling of aggregates and imported virgin excavated natural materials prior to placement, and the management of adverse effects by undertaking measures such as establishing and maintaining bunding, as well as dust control mitigation.

The site will be accessed via a dedicated access point from River Road only.

Canterbury Regional Council

CRC204106 – A land use consent to excavate material.
CRC204107 – A discharge permit to discharge contaminants into air from an industrial or trade premise or process.
CRC204143 – A discharge permit to discharge contaminants to land from backfilling with virgin excavated natural materials.
CRC211629 – A water permit to divert floodwater.

Waimakariri District Council

RC205104 - A land use consent to establish, maintain and operate an aggregate quarry in the Rural Zone.
A resource consent duration of 15 years is sought for all of the resource consents.
