Future development areas for urban housing in Waimakariri and Selwyn districts approved
The identification of new areas that could accommodate future urban housing development in Rolleston, Rangiora and Kaiapoi has been approved by the Minister for the Environment, following a month-long public consultation process held earlier in the year.
On 28 March, we submitted a written recommendations report to the Minister that considered the 54 written submissions received on Proposed Change 1 to Chapter 6 of the Canterbury Regional Policy Statement (CRPS).
This change was notified as part of a streamlined planning process under the Resource Management Act 1991, a Minister-directed process that gives flexibility in plan-making processes and timeframes.
The Minister approved the changes to the CRPS on 28 May, and his decision was publicly notified on 17 July.
Andrew Parrish, regional planning manager, says this enables the Selwyn and Waimakariri District Councils to consider the rezoning of land within the future development areas through their district planning processes, if required, to meet shortfalls in housing capacity.
“This allows these district councils to develop plans and consult with communities on additional land for housing, and provide higher density living environments, including mixed-use developments and a greater range of housing types”.
Our Space 2018-2048
This is a targeted change that implements an action in Our Space 2018–2048: Greater Christchurch Settlement Pattern Update Whakahāngai O Te Hōrapa Nohoanga and gives effect to the National Policy Statement on Urban Development 2020.
“Our Space 2018-2048 identified that housing development capacity in Selwyn and Waimakariri is potentially not sufficient to meet demand over the medium and long-term. This targeted change to the CRPS will help to mitigate those issues,” says Parrish.
For more information visit the Change to Chapter 6 of the CRPS page, where you will find our recommendations report, a summary of submissions, and a copy of the Minister’s decision.
Change 1 to Chapter 6 of the CRPS will become operative on 28 July 2021.
