Make a written submission for proposed plan changes

Use this page to make a written submission on one or more of the following proposed plan changes:

  • Proposed Plan Change 8 to the Canterbury Land and Water Regional Plan (CLWRP)
  • Proposed Plan Change 2 to the Hurunui and Waiau Rivers Regional Plan (HWRRP)
  • Proposed Plan Change 1 to the Waipara Catchment Environmental Flow and Water Allocation Plan (WCEFWAP)

Submissions are open from 4 July to 4 August 2026.

Before preparing your submission, we recommend reviewing the proposed plan changes and supporting documents available on the Plan Change 8 page.

Before you start

To make a valid submission, you will need to tell us:

  • which proposed plan change you are submitting on
  • which provision, rule or part of the proposed plan change your submission relates to
  • whether you support, oppose, or support in part the proposed provision
  • the changes you would like to see made and why
  • your name
  • your address for service
  • whether you wish to be heard at a hearing
  • whether you could present a joint case if others make a similar submission
  • whether you are a trade competitor for the purposes of the submission.

Prepare your written submission

We recommend downloading the Form 5 submission template. It includes all the information required for a valid submission.

You can also prepare your own written submission, provided it includes all the required information. Once your submission is ready, submit it using one of the methods below.

You can submit your completed written submission by email, post, or in person. Your written submission must be received by 5.00 pm on Tuesday 4 August 2026.
