Strategic position statements endorsed by Council
At the 28 May Council meeting, Councillors agreed to adjustments to its submissions policy and endorsed five position statements.
Submissions policy
Council approved amendments to the submissions policy.
This policy has been reviewed against best practice in the local government sector and ensuring compliance with relevant legislation.
As a result of the review, minor revisions to the submissions policy aim to better clarify:
- what submitter information we will publish, in line with our privacy statement and the Privacy Act 2020, and per the obligations under the Local Government Official Information and Meetings Act 1987
- what constitutes a formal submission, and the channels through which a formal submission can be made
- that the policy covers submissions we receive (as opposed to those we make).

Position statements
Council endorsed five position statements that will now be used by the Council to support strategic work and advocacy opportunities in future, such as the development of Council submissions on government and investment proposals.
The position statements relate to:
- managing environmental effects
- managing natural resource use
- economic prosperity
- the structure of local, regional and central government
- treaty relationships.
Other items discussed by the Council
Chair Pauling, Deputy Chair Swiggs, Councillors Cranwell, Edge, McKay, Korako, Robinson, Southworth and Sunckell will attend the 2025 Local Government New Zealand conference in July here in Ōtautahi.
Council agreed that the establishment of a Council Controlled Organisation (CCO)/Council Controlled Trading Organisation (CCTO) should not be progressed until it is identified that a CCO/CCTO is the best mechanism for achieving organisational objectives.
