Christchurch City Council – Akaroa wharf redevelopment

Christchurch City Council (CCC) has applied to demolish the existing and reconstruct a wharf at Beach Road, Akaroa.

Current status: The applications have been notified and are now open for submissions. Submissions close 5pm Friday 28 November 2025.

Resource consent application from Christchurch City Council:

  • RMA/2025/2656: The deconstruction of the 1887 Akaroa wharf; partial deconstruction of the associated abutment; and provision of a replacement wharf (the relevant portions which are landward of Mean High Water Springs (MHWS), including earthworks and associated temporary construction laydown areas.

Resource consent application from Canterbury Regional Council (Environment Canterbury):

To undertake works at Akaroa Wharf to demolish the existing wharf and replace it with a similar structure, with access to the existing buildings. The applicant also proposes to construct a temporary barge berth pocket adjacent to the Akaroa Boat Ramp at the Recreation Ground.  

  • CRC260822: to remove or demolish a structure; erection and placement of a structure; disturb the foreshore and seabed; to emit noise in the Coastal Marine Area; to occupy the Coastal Marine Area; to reclaim the Coastal Marine Area (165m2) at Akaroa Wharf.
  • CRC260823: to divert coastal waters.  
  • CRC260824: to discharge construction-phase stormwater and contaminants to land.
  • CRC260888: erection and placement of a structure; disturb the foreshore and seabed; to emit noise in the Coastal Marine Area; to occupy the Coastal Marine Area for access to the Black Cat Building.
  • CRC260889: erection and placement of a structure; disturb the foreshore and seabed; to emit noise in the Coastal Marine Area; to occupy the Coastal Marine Area for access to the Blue Pearl Building.
  • CRC260890: erection and placement of a structure; to disturb the foreshore and seabed; to reclaim the Coastal Marine Area (4,050m2) and to occupy the Coastal Marine Area for the temporary barge berth pocket.

A consent duration of 35 years is sought for the long-term occupation of the Coastal Marine Area at the Akaroa Wharf and associated structures. A consent duration of five years is sought for the construction phase of works, which includes the discharge of construction phase stormwater and contaminants to land and the occupation of the Coastal Marine Area with the temporary barge berth pocket.

Any person may make a submission on the applications. Still, a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates:

  • (a) adversely affects the environment; and
  • (b) does not relate to trade competition or its effects.

If requested, the Council may legally be required to make all submissions available to the public (which can include the media), including the name of the submitter, subject to the provisions of the Local Government Official Information and Meetings Act 1987 (LGOIMA) and with careful consideration of the Privacy Act 2020.

  4. Delegation to Hearing Commissioners: If you make a request under section 100A of the Resource Management Act 1991, you must do so in writing no later than 5 working days after the close of submissions and you may be liable to meet or contribute to the costs of the Hearing Commissioner or Commissioners. A request cannot be made in relation to an application for a coastal permit to carry out an activity that a regional coastal plan describes as a restricted coastal activity. Please note that Environment Canterbury delegates the functions, powers, and duties to hear and decide the application(s) to one or more hearing commissioners where there are submitters to be heard, and a hearing is required under s100 of the Resource Management Aa 1991 (the RMA). Where there are no submitters to be heard and a hearing is not required the decision-making Is undertaken by the Council committee and/or delegated staff.
  5. lf you are a trade competitor. your right to make a submission may be limited by the trade competition provisions in Part 11A of the Resource Management Act 1991.
  6. Please note that your submission (or part of your submission) may be struck out if the authority is satisfied that at least 1 of the following applies to the submission (or part of the submission):
