Isaac Construction Limited has applied for consent to extract gravel between approximately 10.06km and 14.08km upstream of the confluence of the Waimakariri River with the coastal marine area.

We have received an application from Isaac Construction Limited for resource consent CRC242328, CRC242330, and CRC242331, to extract 700,000 cubic metres of gravel from the bed of the Waimakariri River, between approximately 10.06km and 14.08km upstream of the confluence of the Waimakariri River with the coastal marine area.

Resource consent is also sought for the installation and removal of temporary culverts and associated discharge of sediment to water, and to discharge dust to air associated with handling of extracted gravels.

A consent duration of five years has been sought.

Any person may make a written submission on the applications. Still, a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates:

(a) adversely affects the environment; and

(b) does not relate to trade competition or its effects.

Delegation to Hearing Commissioners: If you request section 100A of the Resource Management Act 1991, you must do so in writing no later than 5 working days after the close of submissions and you may be liable to meet or contribute to the costs of the Hearing Commissioner or Commissioners. A request cannot be made about an application for a coastal permit to carry out an activity that a regional coastal plan describes as a restricted coastal activity. Please note that Environment Canterbury delegates the functions, powers, and duties to hear and decide the application(s) to one or more hearing commissioners where there are submitters to be heard, and a hearing is required under s100 of the Resource Management Act 1991 (the RMA). Where there are no submitters to be heard and a hearing is not required the decision-making Is undertaken by the Council committee and/or delegated staff.
  4. lf you are a trade competitor, your right to submit may be limited by the trade competition provisions in Part 11A of the Resource Management Act 1991.
  5. Please note that your submission (or part of your submission) may be struck out if the authority is satisfied that at least 1 of the following applies to the submission (or part of the submission):
    • it is frivolous or vexatious;
    • it discloses no reasonable or relevant case;
    • it would be an abuse of the hearing process to allow the submission (or the part) to be taken further;
    • it contains offensive language;
