Proposed Plan Change 2 to the Hurunui and Waiau River Regional Plan is to ensure consistency with wider changes to the water planning framework that are intended to create a pathway for existing water consent holders to apply to change how they use their water allocation, support wetland construction, and remove barriers to infrastructure works that intercept groundwater.
