Proposed Plan Change 1 to the Waipara Catchment Environmental Flow and Water Allocation Regional Plan is to ensure consistency with wider changes to the water planning framework that are intended to create a pathway for existing water consent holders to apply to change how they use their water allocation, support wetland construction, and remove barriers to infrastructure works that intercept groundwater.  

Submissions are now open until 4 August 2026.

The Plan aims to promote sustainable management of the catchment's rivers, streams and groundwater.
