Current status: The decision of the Hearing Commissioners to grant the application with conditions has been released.

This is a re-notification of the applications which were originally notified on 17 May 2025. The consent is being re-notified to correct the description of CRC240759.
We have received applications from Amuri Irrigation Company Limited (the applicant) for a suite of resource consent applications to construct, operate and maintain the proposed Balmoral Water Storage Facility (which could store up to 10 million cubic metres of water) on the northern side of the Hurunui River in Balmoral forest, adjacent to Tekoa Road approximately 19 kilometres southwest of Culverden, at or about map reference NZTM 2000 1568816mE 5261325mN.

- CRC240750 - A water permit to dam up to 10 million cubic metres of water
- CRC240751 - A water permit to take and use groundwater for dewatering purposes
- CRC240752 - A water permit to use water for dust control and construction purposes
- CRC240753 - A water permit to take and use groundwater for dewatering during excavation
- CRC240754 - A land use consent to excavate and disturb land associated with the installation and placement of the water storage facility
- CRC240755 - A land use consent to excavate land over an aquifer
- CRC240756 - A discharge permit to discharge construction phase stormwater and dewatered water to land where it may enter groundwater or surface water
- CRC240757 - A discharge permit to discharge contaminants to air from the burning of vegetation remnants
- CRC240758 - A discharge permit to discharge contaminants to air from the outdoor storage of bulk solid materials
- CRC240759 - A water permit to divert or non-consumptively take, use and discharge 1.5 cubic metres per second of water from the Hurunui River to operate the fish screen
- CRC240760 - A land use consent to excavate material
- CRC240761 - A land use consent to undertake excavation, disturbance and clearance of wetland species within the riparian margin of the Hurunui River
- CRC240762 - A land use consent to excavate and disturb land associated with replacement and modification of the existing fish screen
- CRC240763 - A land use consent to undertake earthworks and vegetation clearance outside the bed of a river but within 5 metres of the bed of a river
- CRC240764 - A land use consent to place and maintain an instream structure at the bypass outlet
A consent duration of 35 years has been sought for all operational consents, and a duration of 10 years has been sought for all construction-related consents.
Water from the facility will be made available to existing irrigators to improve their reliability. The use of water from the water storage facility will occur in accordance with existing resource consents. The suite of resource consents applied for here are only sought for the construction, operation and use of the water storage facility and to replace the existing fish screen (listed below).
