Christchurch City Council - Southshore and South New Brighton Estuary Edge Project
Christchurch City Council has applied to undertake works along the Avon-Heathcote Ihutai Estuary edge to construct erosion and inundation protection structures.
Current status: The hearing is being jointly held with Christchurch City Council and will commence Monday 8 December 2025 in accordance with Minute 2 of the Hearing Commissioners (PDF file, 165KB).
Notified proposal
We have received applications from Christchurch City Council (the applicant) to undertake works along the Avon-Heathcote Ihutai Estuary edge to construct erosion and inundation protection structures, which include gabion baskets, cobble beaches, rock revetments and inundation bunds.
This will be undertaken at South New Brighton Park, 74 Beatty Street, South New Brighton and along Southshore from Ebbtide Street to 184C Rocking Horse Road.

- CRC242267: to use land for earthworks and vegetation clearance within 10m of a natural inland
wetland. - CRC242268: to disturb the foreshore and seabed, to deposit material on the foreshore and seabed, to erect a structure on the foreshore and seabed, to occupy the Coastal Marine Area and to reclaim the Coastal Marine Area.
- CRC242269: to discharge construction phase stormwater within 10m of a natural inland wetland and to discharge contaminants to land.
- CRC251999: to discharge contaminants to air.
A consent duration of 20 years is sought.
