The Applicant proposes to construct an earth embankment/flood detention dam across the upper Cashmere Valley, from 79 Shalamar Drive to the McVicar Drive - Roundhill Rise intersection, Cashmere, Christchurch, referred to within the application as the Cashmere Valley Dam. The earth embankment/dam is to be constructed for flood detention purposes to reduce flood risk downstream on the Heathcote River corridor back to pre-earthquake levels and improve water quality. The works form part of the Upper Heathcote Storage Scheme. The earth embankment/dam crosses approximately 5000m2 of vegetation that has been identified as a wetland.
The legal description of the site to which the above applications relate is Lot 502 DP 515978.
The placement of the earth embankment in the proposed location, as well as paths for recreation, will result in the loss of part of the wetland. During construction there will also be disturbance and vegetation clearance within the remaining area of wetland. Water will be diverted from the area of wetland temporarily during construction, and permanently due to the placement of the earth embankment. Part of the wetland area, being a natural low point in the topography, will be used as a sediment treatment basin during construction. After the dam is constructed, the existing wetland area will be remediated, and effects further mitigated and offset with some 17,180 m2 of wetland planting proposed for the project.
The following resource consents are being sought:
- CRC214759 – A land use consent (s9) for earthworks, land disturbance and vegetation clearance within 10 m of a wetland;
- CRC214760 - A water permit (s14) for the damming and diversion of water from the wetland; and
- CRC214761 – A discharge permit (s15) to discharge contaminants (sediment) to the wetland during construction.
These consents are associated with CRC203551, CRC203552 and CRC203553 which were previously notified.
A 5 year consent duration is sought for CRC214759 and CRC14761, and a duration of 35 years for CRC214760 to cover the permanent diversion of water.
