How are we doing?
As the regional council for Waitaha Canterbury, we are responsible for managing the use of natural resources including air, soil, water and land. We work with Papatipu Rūnunga, stakeholders and the wider community to shape a thriving and resilient region, now and for future generations. The Te Mahere Pae Tawhiti | Long-Term Plan (LTP) sets out our strategic vision, commitment and accountability to the community. It outlines our planned activities for the next 10 years, how much they will cost and how they will be funded. It also describes the outcomes sought for the community. This is to provide clarity for the community on what success looks like, and clear connections showing how the work of Council is seeking to contribute to those outcomes. The first annual outcomes report was published in mid-September 2025.
Long-term planning is a continuous process. Council refreshes the LTP every three years. In the years between LTPs, all councils must produce an Annual Plan, with their budget for the next financial year. The Mahere ā-Tau | Annual Plan 2025/26 was adopted in June 2025.
We are providing an update here on our progress on delivering the work outlined in that plan.
We've grouped our responsibilities into three areas: Environmental Regulation and Protection, Community Preparedness and Response to Hazards, and Public Transport. Each of these core services has service measures with targets that we are reporting on here.

Delivering our core services – Environmental Regulation and Protection, Community Preparedness and Response to Hazards, and Public Transport – effectively and efficiently requires a lot of work behind the scenes.
Central government direction and community expectations are constantly evolving and changing and so we need to be an adaptive organisation able to respond quickly. We are investing in the health and capability of the organisation through implementing a multi-year change programme, to ensure arrangements for meeting community needs are cost-effective, improve the outcomes we want for Waitaha Canterbury, and provide value for money.
Supporting the delivery of core services, we have teams in Strategy and Planning, Communications and Engagement, Corporate Services and the Office of the Chief Executive and Chair.
