My principal place of residence is in the North
Canterbury/Ōpukepuke Constituency area.
I am seeking re-election to continue building on
my achievements of this past term with the key
goal of balancing social, cultural, and economic
values with responsible environmental objectives.
This requires the style of leadership I bring to the governance
table. It takes trust, effective communications, excellent
relationships, transparent and consultative engagement, and
problem solving to achieve constructive results. It also requires a
focussed listening and advocacy approach, backed up by strong
strategic planning and governance skills. These are my
strengths.
I have a business background and respect ratepayer's
requirement to spend their precious money wisely in making
the region a better place to live and work, now and for the
future.
I stand for a common-sense approach to regulations, with
achievable timeframes for implementation of practical
solutions.
My ability to think critically and strategically, will ensure
effective representation of the whole community, reasoned
decision making and good governance.

I am seeking re-election so that I can continue to
support better social and economic outcomes for
people of North Canterbury while ensuring
positive environmental improvements. I
understand the complexities of new planning legislation and
the need to urgently take actions that will enable us to adapt to
climate change pressures. Improving water quality for drinking,
swimming and ecosystem health is a priority issue for me. I
support local rural catchment groups who work hard to address
on-farm environmental issues. I want to promote the special
character of our outstanding natural environments and unique
cultural setting to foster growth in tourism and recreation. I
support public transport initiatives and more compact urban
growth that will help to reduce carbon emissions and loss of
productive land. I'm an experienced Councillor and effective
communicator who thinks outside the square to deliver sensible,
forward-thinking governance solutions. I will continue to
facilitate positive change.

I offer myself for election with extensive
representation and governance expertise, and as
the owner operator of a successful family farming
business, I understand the range of issues we face
as a community. I am concerned about the challenges
confronting us, and I know that we must work together to
create an environment that is environmentally, financially and
socially sustainable.
I will strive for affordable rates that enable a successful, thriving
and prosperous community.
I'm a strong believer in contributing to the discussions and
processes that enable us to arrive together at community
solutions. These solutions must ensure that our children and our
grandchildren can enjoy and cherish the same privileges and
opportunities that we have been fortunate enough to
experience.
I now have the time to commit to this role and to ensure the
people of North Canterbury have a strong and reasoned voice at
the Environment Canterbury table.

Canterbury need to be heard and I would be a
staunch advocate for the area. I believe our
Region needs experienced leaders.
Government policy should not restrict the way we live and do
business. Environment policy should be developed with our land
users and primary producers in mind. Let's support our farmers
who feed us.
My expertise is in areas of waste management, regulation, and
local government policy. I bring to the position my long
association with the North Canterbury District; I was born in
North Canterbury and currently live in Kaikoura. I have worked
in local government for a large portion of my working life and
bring in-depth experience of the operations and frustrations.
I would ensure our Region has a voice and influence the
Government for positive change. My experience and confidence
would ensure the North Canterbury has a rational voice.

Christchurch North East/Ōrei is my
turangawaewae. I was raised in Bexley, and went
to school in New Brighton, Shirley, and Aranui.
For 11 years I have campaigned to restore the
Avon-Ōtākaro red zone. I was a founding member of the Avon-Ōtākaro
Network, and founder of Greening the Red Zone. I am
a member of Te Tira Kāhikuhiku, the red zones transformative
land use group.
Twelve years ago, we experienced how destructive nature can
be. Now, we are faced with the upheaval of climate change.
We are at the forefront of how our city adapts - what we do
matters. It is in our hands to work with nature - and each other -
to create a future we're proud of.
I will work to create that future by focusing on: restoring
natural environments; providing real transport choices; and
cleaning up our rivers.

I will place the health of our water and our
community at the forefront of my decision
making and will prioritise action on light rail and
climate resilience. I will work for increased
funding for tree planting projects and an affordable and
accessible public transport system that reduces congestion on
roads.
I was head boy at Linwood College through the 2011
earthquakes where I worked with our community to look after
our students and families. I have experience as an elected
Community Board Member at the Council and have
qualifications in health sciences and web design and am a self-employed
designer and contractor.
I've spoken to many households throughout this campaign that
want the basics done right and our children and grandchildren
to inherit a natural and liveable environment. With your

with the North Canterbury Catchment Board, (now ECan)
working in ground water, water quality and Catchment
management projects. Water is our life blood, without it we
cannot survive. My primary focus: Clean and functional
waterways, Clean potable water supplies and well engineered
catchments that give protection to both urban and rural
residents, Water has always been a huge focus for me both in
business life and recreation and having spent half my life raised
and working in a horticultural environment and half in the City,

My career started with boat building, later
moving to nature-based tourism in Australia and
New Zealand, then South Island guiding, tour
coach and city bus driving.
I have a Massey University BSc in Geography, focusing on NZ
environmental issues and a Master of Philosophy, researching
older rural people here and their associated land-uses over time.
Interest in people, the land, and the role of water in our lives is
of great importance to me.
My community service has involved actively participating with
Australian Surf Lifesaving, Cansail Youth Sailing, and the
Canterbury Rowing Club. I helped establish the Guardians of the
Styx group in 2000, being its first chairperson. Currently, I
deputy chair the Styx Living Laboratory Trust.
I am passionate about the care of New Zealand waterways,
wetlands, and coastal areas through wise management. Thus,
providing enjoyable recreation for our communities, as well as
protecting and conserving our natural environments.

My principal place of residence is in the
Christchurch North East/Ōrei Constituency area.
Choosing the right candidate can be tricky. Do
they have experience in the field they're making
bold statements about? Or are they the know it
all that comes in and wrecks your workplace? If
re-elected, hopefully there will be others with experience so I
can listen without wanting to bop them on the nose with a
rolled-up newspaper.
20 years in transport and infrastructure, while serving the last 3
years on Regional Council as Deputy Chair of the Canterbury
Regional Transport Committee I have the experience yet remain
keen to learn from industry leaders and experts.
My commitment to utilizing the rail corridors for regional travel
to Christchurch and out to the districts is supported by the work
I've done securing KiwiRail a seat and keeping passenger rail
progressing within the Regional Transport Committee.
Lowering emissions while protecting industry and the
environment is not just achievable it's ideal.

Everything we have today; houses, cars, roads,
and cities, comes from our natural resources.
Unfortunately, we are seeing evidence of a
natural world pushed too far, with negative
effects being felt by local communities - now is the time to
regenerate our natural environment and regain balance in the
natural world.
Ōpuna means place of spring, water, pool - increasing rainfall
with climate change brings increasing risk of flooding and
polluted rivers. Congestion is growing - we need public
transport improvements to reduce traffic and emissions. I bring
hands-on experience in the area of Landscape Architecture and
recent studies in green infrastructure and resource management
which I will apply to the challenges ahead. As a business owner I
am keen to find pragmatic solutions. I am committed to
working with communities and have coordinated several
community events. I can make a difference for current and
future generations in Canterbury West.

I am formerly the city councillor for Christchurch
Central, former director of Rebuild Christchurch.
More recently I have been developing high spec
homes and growing a medical cannabis company
with the aim of helping people and supporting sustainable land
use to more farms. I hold an MBA degree specialising in finance.
I will bring to the council table deep passion and knowledge of
the city, sound business understanding and extensive
governance experience to ensure good decisions are made on
your behalf.
There is much to be done. Better public transport, cleaner rivers,
clean water security, sustainable land use and more. All things
that matter now and into the future. I have a track record of
getting things done and will bring this track record to ECan.

My principal place of residence is not in the
Christchurch West/Ōpuna Constituency area.
Born, educated and living in north Christchurch, I
have a masters degree and teach classical studies
at a local high school. I served on the Papanui-
Innes community board and fought successfully
for the restoration of historic Papanui Bush now planted with
over 6000 native trees.
Regional rate rises of 16.2% are unsustainable! Public transport
isn't delivering, over-engineered cycleways are too expensive,
and waterways are degraded - something needs to change!
Following a career in local business, parliament, youth
mentoring, and education, I bring diverse and practical
experience to the challenges facing our community, local
decision-making, public transport and environmental
challenges.
Passionate about archaeology and the environment, I care
about water resources and continue to work with a farmers
group on a project to restore a lost Canterbury river as a public
reserve, improved fish nursery and waterfowl eco-system.

Kia ora, I am a lifelong Christchurch resident with
extensive experience working overseas in the
Agricultural Sector. I have over 40 years of
experience in accounting and management. I
believe that this experience will help me ensure that Council is
delivering the best value for your money.
I have watched over my lifetime as the once pristine Canterbury
waterways have become overly polluted and dried up creeks. I
want to see future generations inherit an environment that has
natural biodiversity and waterways that are not hazardous to
the life within it.
We have a responsibility to invest in the public transport
infrastructure that our children and grandchildren need while
supporting Christchurch's ambition of being Carbon Neutral by
2030. In my opinion Rail must be a part of this infrastructure.
I will ensure that I do everything within my power to ensure the
proper use of our water.

I care deeply about Canterbury and its future. I
am Christchurch born and raised and have been
involved in environmental action within our
community for over 20 years. I am a current ECan
Councillor, a qualified RMA Commissioner and have led
restoration efforts across our region, including with Te Ara
Kākāriki and Te Kākahu Kahukura - both of which I Co-chair.
I'm a father and am compelled to help protect our unique
natural and cultural heritage to provide a secure future for our
children. This requires us to continue to address the state of our
waterways and biodiversity, and face up to the challenges of a
changing climate - through mitigation and adaptation.
I am determined to continue on Council to see through the
review and strengthening of our regional plans, which is key to
protecting and enhancing our environment, ki uta, ki tai - from
the mountains to the sea.

I was born and raised in Christchurch and I'm
standing for the Regional Council to represent
those who are concerned about our future. The

I have a Bachelor of Sustainability and Outdoor Education, have
worked as a Compliance Monitor and Planner at ECan and I'm
an active member of the Christchurch West Melton Water Zone
Committee.
For too long we have prioritised economic growth at the
expense of the environment. I will work to develop long-term
solutions to climate change and other environmental
challenges. Let's create a Canterbury where everyone has access
to clean drinking water, swimmable rivers and where cycling

As a journalist, I'm not afraid to ask the gnarly
questions on issues that don't sit quite right.
These investigations include freshwater bottling
consents, our region's unwavering use of synthetic nitrate
fertiliser, and on coastal activities affecting marine mammals.
My petition against controversial Belfast freshwater bottling
consents was supported by more than 114,000, and as a
founding member of Aotearoa Water Action, I was integral in
the quashing of these consents in Court.
With a family history of colorectal cancer, I can't ignore the
clear link between synthetic nitrogen fertiliser use and the
increased risk of developing the disease.
I will continue to advocate for greater restrictions on its use in
all farming practices.
Further advocacy includes creating Marine Protected Areas and
for the removal of set nets from harbours, estuaries and rivers.
Climate change preparedness is also vital for future generations.

Kia ora, I'm Greg Byrnes.
I currently manage the ecological restoration of
Tūhaitara Coastal Park in North Canterbury. With
more than forty years' environmental experience
- starting with my apprenticeship at the Christchurch Botanic
Gardens and ranging from grass roots conservation to
environmental planning and policy roles in local and regional
councils and charitable trusts - I'm ready to apply my knowledge
of what works on the ground to the immense environmental
challenges we face in Canterbury.
What drives me is wanting to help fix this mess we're in,
especially the heart-breaking state of our freshwater. I'm
committed to delivering a credible response to climate change
and sustainable and cost-effective public transport to leave an
environmental legacy we can all be proud of.
I believe I have the right mix of practical experience and a
strong backbone for sticking to my values that's needed to best
serve you and Canterbury.

No Rates increases - No 3 waters Theft - Efficient public
transport.
Christchurch public transport is Inefficient, expensive and
completely broken costing us $100Million a year just to
operate or $730 a year for each household in Rates
(Rents) and Tax subsidies.
On average each bus transports just 6 passengers per
trip, 90% of our buses run empty. This is plainly crazy
and to resolve this other Candidates want to buy 100
more buses!
With 40 years as a Business Owner, transport owner and
operator I will fix this broken system, make our buses
efficient and economical to operate saving you money
in Rates increase and tax.
As your elected ECan Councillor I will keep pressure on
the new CCC in keeping our streets and gutters swept
and as a result waterways cleaner, I will fix our buses
and stop unjustified rates increases.

environment and people that have sustained my
life here in Canterbury. Healthy waterways and

After completing a BSc at Canterbury University, I worked in
conservation, tourism and on farms. I completed a PhD at
Lincoln University and worked as a scientist at Manaaki Whenua
- Landcare Research in a range of programmes.
I now run a small research business, and work in community
development in Addington and Halswell, because our changing
times need strong, resilient, adaptable communities. I am part
of volunteer communities working on environmental issues,
both locally and nationally.

I grew up in south Christchurch, on the banks of
the Ōpāwaho/Heathcote, where I still live. I'd like
my daughters to grow up as I did, playing in and
drinking our water, without it risking their
health. I'd like them to be able to travel around our great
region without burning fossil fuels, and without the dread of
climate change.
So I need to stand for ECan - to improve our water; to stand up
against industrial dairying; to make meaningful progress on
climate change; to get public transport moving for future
generations of Cantabrians.
I have undergraduate and Master's degrees in biological
sciences, so understand the challenges and complexities facing
our environment - and the solutions needed to fix them.
We need radical action - now. People created these problems.
People must fix them. With your vote, I will act to improve our
environment, for ours and future generations.

A current Regional Councillor for South
Christchurch with a Master of Water Resource
Management and 15 years' experience in the
environmental sector.
I have supported community-led environmental projects,
increased pest management, and extended free bus access for
over 65s. I successfully led action to get new funding for
Enviroschools to deliver more environmental teaching to our
young people, and all high school and tertiary students' child-rate
bus fares. However, there is much more to be done.
Water quality in our rivers and aquifers needs urgent attention.
Wildlife continues to be threatened. Public transport needs
significant improvement.
I will apply scientific expertise and build community networks to
find ways to protect and enhance what makes Canterbury so
special. I will work with communities to support your local
priorities. I will give a voice to future generations supporting

am one of the original founders of the Lyttelton Library of Tools

and a long time volunteer in the community.

My principal place of residence is in the Mid-
Canterbury/Ōpākihi Constituency area.
Environment Canterbury is failing to address
nitrate pollution of our groundwater and
adequately protect our aquatic ecosystems from
over abstraction.
This threatens your health and destroys your recreational
opportunities.
This is a legacy issue from ten years of Government control
focused primarily on facilitating massive irrigation development.
Knowledge of excess nitrate leaching from dairy cows prompted
me to privately test ground and surface water in the Ōpākihi
ward for the past three years.
My results indicate ECan's monitoring is inadequate and it's
reporting selective.
People's health is dependent on clean water and healthy
environments. Healthy water is not optional. This is the single
issue on which I stand.
As a semi-retired production animal veterinarian with
qualifications in fish health, I am well placed to understand the
science from both a farm and environment perspective.
We have a duty to urgently address this pollution for future
generations.

Canterbury/Ōpākihi Constituency area.
I bring local leadership with a sound knowledge
of the Canterbury region but particularly the
Ashburton and Selwyn districts.
I have a long history of serving my community in
a variety of roles, including leading environmental stewardship
initiatives across the region and on my own land.
As a councillor I've been leading reviews of our flood protection
and river management and how we fund these, with particular
consideration of the additional threat climate change brings.
I've brought governance skills, pragmatism, and common sense
to the council. I'm led by science and facts rather than political
rhetoric; and advocate for a frugal and accountable regime
when spending your ratepayers' money.
However, I acknowledge there is still much to be done in
improving our biodiversity and freshwater values, building on
the huge amount of work already underway.
Having served one term on council I'm offering myself for re-election.

It has been a privilege to represent Mid
Canterbury, Ashburton and Selwyn Districts for
the past six years.
I am a father, farmer and paramedic first and a
politician second. I know the challenges that we and the
environment face and the requirement for balanced decision
making.
Three of my standout achievements this term include instigating
the public transport reduced fare trial, the removal of fare
zones in Selwyn and getting the Selwyn and Ashburton river
catchments firmly onto our agenda following the 2021 floods.
I have learnt that it is one thing to have exciting ideas and a
wish list from the community but that is not our current reality.
Our biggest challenges in the coming term will be giving effect
to the torrent of policy and rule changes coming at us from
Central Government.
Experience counts therefore I seek your ongoing support as an
advocate for Mid Canterbury.

look after our water?
I'm a builder with a strong connection to the
Selwyn river and Te Waihora. Taking better care
of our water is not as complicated as we're making it. If we stop
putting crap into the rivers they will heal over time. If we don't,
they will continue to get worse. We don't need promises from
politicians, or excuses from farmers. We need to start putting
water first. That is what I promise to do.

I am a 49-year-old New Zealand-born scientist,
serving the people of South Canterbury for the
last three years as a regional councillor.
During this time, I've provided a voice for
ratepayers on polluted rivers and air. I've laid the groundwork
for long-term Wallaby eradication funding and predator traps
for all Canterbury properties. I've pushed for permanent
funding of MyWay and for passenger rail throughout
Canterbury.
The key to resilience is strong local communities. In South
Canterbury, changing weather patterns affect our homes, farms,
industries, and infrastructure. I've led Climate Change action on
council and promoted resilient design of flood protection. I will
lobby Wellington to increase regional council funding
equivalent to the overseas average so we don't have to keep
raising rates for flood protection.
I will advocate for the people and environment of South
Canterbury, and for the restoration of clean water, air and
biodiversity for our future generations.

As winners of the 2009 Supreme Canterbury
Ballance Farm Environment Awards, I have shown
environmental stewardship. This was
demonstrated by the careful management of our
soil and water resources, the protection and enhancement of
the Ohapi Stream and the innovation and adoption of precision
agricultural technology.
I have considerable experience with water management for
local communities, industry and agriculture. A member of the
Ohapi Water Users Group, Orari River Committee and Chairman

The key issues that need to be addressed are the management
of freshwater, land, air, soil and coastal erosion, together with
flood control measures; the public transport debate; addressing
climate change; strategic direction through long term planning;
nutrient migration; and improved decision processes to enhance
a better future for Canterbury.

My principal place of residence is in the South
Canterbury/Ōtuhituhi Constituency area.
I am seeking re-election to the Canterbury
Regional Council.
The amount of change that we face as a region is
unprecedented. The next 3 years will be
challenging for all, requiring experienced and capable
leadership.
I am co-Chair of Air Quality, Transport and Urban Development
Committee, and Regional and Strategic Leadership Committee,
and Chair of the Regional Transport Committee. I am the
Deputy Chair of Council.
The knowledge and understanding that I have acquired as your
Councillor over the last 6 years uniquely qualifies me to
successfully navigate the challenges ahead.
As both a Councillor and resident of South Canterbury I have
forged strong relationships across Canterbury, the South Island,
and Nationally that enable me to work effectively for the good
of ratepayers and Canterbury.
I have worked hard this term to maintain a good and stable
Council, and would continue to do so as your Councillor in the
future.

My principal place of residence is in the South
Canterbury/Ōtuhituhi Constituency area.
As a boy I spent hours with Dad exploring the
rivers of South Otago, excited by the prospect of
a fish moments away. Forty years later the
pleasure derived from our recent journeys along
South Canterbury's waterways is just as great. My belief that
this experience should be available to all is just as strong.
The intervening years have shown that Governance of
invaluable resources is never as simple as my fishing memories.
Considerations are numerous and often incomprehensible.
Ignorance is no excuse and I'm not afraid to raise questions in
pursuit of better environmental outcomes. So my hat goes in
the ring to actively engage with you all in pursuit of sustainable
solutions.
For over twenty years I've enjoyed a successful acting career.
This is an opportunity to engage with a part of my life that I'm
equally passionate about. Let's create a brighter future for
generations to come.

Election donations and expenses

All candidates for Environment Canterbury are required to file a return of electoral donations and expenses, even if they did not receive any donations or incur any expenses.

Donations can be monetary or physical goods or services supplied or a combination.

You do not have to declare donations of labour only or of goods and services that have a market value of $300 or less.

You must declare donations from each contributor that exceed $1500 in value.

Cruise ship tariffs

Q: Wondering about any fees that are collected from cruise ships that dock in our ports? Are there any tariffs for environmental impact or that sort of thing?

A: We levy some charges for any vessels using Akaroa Harbour and Kaikoura, which includes cruise ships when they enter those areas. Those fees are included in our Fees and Charges Policy (PDF file, 969.08KB), in particular on page 19. These charges relate to Harbourmasters’ services, rather than to environmental impact.

Public transport

Q: A bus user raised a concern at a public event about there being a substantial number of passengers standing on the bus coming in from Darfield in the morning. This bus travels on stretches of road with a 100kmh speed limit. She relayed concern about the risk of serious injuries if drivers have to make an emergency stop.

A: We are obviously concerned about both passenger comfort and safety. We have been closely monitoring this service all year, and have been in regular conversations with our contracted operator. The seated capacity has only been exceeded once in the past month and, from our data and feedback provided by the regular drivers, capacity is only exceeded from West Melton onwards. We are exploring supplementary capacity options with the contracted operator and will continue to monitor the service and be ready to respond as required.
