Canterbury Regional Council has received an application from Lyttelton Port Company for a resource consent for the discharge of contaminants to air from coal stockpiles, coal transfer and loading from an area of approximately 23.5 hectares at grid reference NZMS260 M36:888-337, Te Awaparahi Bay, Lyttelton Harbour.

The Applicant seeks resource consent to continue to discharge coal dust into air from stockpiles and coal transfer operations as previously authorised under resource consent CRC940431. In summary:

  1. The coal stockyard operates 24 hours each day, seven days per week. The coal is delivered to the coal stockyard by rail.
  2. Approximately 35 ships per year currently arrive at the Port to load coal for export. The time taken to load a ship depends on the volume and load-rate, but usually takes no longer than three days.
  3. The yard can hold up to 335,000 tonnes at any one time. Currently the coal stockyard is holding in the order of 150,000 to 180,000 tonnes at any one time.
  4. The annual throughput in the last five years has varied between approximately 1 million to 1.5 million tonnes per annum although future volumes may possibly peak at 2.0 million tonnes per annum.

A duration of 20 years has been sought for this discharge to air.
